PIA COLLECTION

Our PIA collection contains files we received from a Public Information Act request to the Maryland Administrative Office of the Courts. They reveal the judicial appointment processes that make up our judiciary and our Governors’ consistent commitment to diversity.

Using the circuit court judiciary demographic data from our Public Information Act request, we created an extensive 30-page report that detailed statistical analysis, literature reviews, and contextualization through current news articles on public sentiment regarding Maryland’s courts.

Who Judges Maryland?

Our Who Judges Maryland? report is the first comprehensive county-level analysis of Maryland's circuit court judicial demographics. Our findings reveal systematic representation gaps that demand policy attention. In it, we ask one simple question: “Who should judge Maryland?”

Our Legislation

In the 2026 legislative session, we’re introducing a bill with Delegate Chao Wu to push back against the systematic underrepresentation of minorities on court benches across the state.

The bill requires the Administrative Office of the Courts to collect and publish comprehensive, annual reports on judicial demographic data.
